Most people know QR Codes as Static or Dynamic. These terms are used by virtually every QR Code platform today.
But have you ever wondered:

1. Who Invented the QR Code?

The QR Code was invented in 1994 by DENSO WAVE, a Japanese engineering company that was part of the Toyota Group.

The goal was simple: create a two-dimensional code capable of storing much more information than traditional barcodes while being scanned quickly from any direction.

Led by engineer Masahiro Hara and his development team, the QR Code was designed to solve real manufacturing and logistics challenges—not for websites, restaurant menus, or marketing campaigns.

Today, every modern QR Code still uses the fundamental concepts introduced by DENSO WAVE.

2. Why Can Millions of People Use QR Codes Freely Today?

One of the most important decisions in the history of the QR Code was made by DENSO WAVE itself.

Although the company patented key parts of the technology, it announced that it would not enforce its principal QR Code patents against implementations that comply with the official standards.

This decision allowed manufacturers, software developers, and businesses around the world to adopt the QR Code without paying licensing fees for standard-compliant implementations.

Without that decision, the worldwide QR Code ecosystem we know today would probably never have existed. At CheapQRCode, we believe DENSO WAVE deserves recognition not only for inventing the QR Code, but also for making its global adoption possible.

3. Is There an Official QR Code Standard?

Yes. The QR Code is internationally standardized under ISO/IEC 18004. The ISO standard defines the technical characteristics of the QR Code symbol, including:

  • Symbol structure
  • Data encoding
  • Error correction
  • Printing requirements
  • Decoding methods
  • Symbol versions and dimensions

The purpose of the standard is simple: A QR Code created by one company should be readable by any compliant scanner anywhere in the world.

Interestingly, ISO never classifies QR Codes as “Static” or “Dynamic.” From the perspective of the international standard, there is simply a QR Code.

4. Who Invented the Terms "Static QR Code" and "Dynamic QR Code"?

Based on the historical research conducted so far, there is currently no evidence that DENSO WAVE or ISO introduced the terms “Static QR Code” or “Dynamic QR Code.”

Instead, these expressions appear to have emerged as the QR Code software industry evolved. As companies began offering online QR Code management platforms, they needed a simple way to distinguish two different service models:

  • QR Codes whose content is permanently encoded inside the symbol.
  • QR Codes whose destination can later be changed through a server.

To explain these two approaches to customers, the software industry gradually adopted the terms:

  • Static QR Code
  • Dynamic QR Code

Although these terms are now widely used throughout the QR Code industry, their exact historical origin remains unclear.

4.1 The Definitions Used by the Industry Today

While these terms are not part of the ISO standard, they have become the most widely accepted way to describe two types of QR Code services.

Static QR Code: 

A QR Code whose information is encoded directly into the symbol. Once printed, the encoded content cannot be changed without creating a new QR Code.

Dynamic QR Code:

QR Code that contains a redirect managed by a server. The printed QR Code remains the same while the destination can be updated later.

The success of the QR Code is the result of contributions from many organizations.

DENSO WAVE invented the technology and chose a path that enabled its worldwide adoption.

ISO transformed that invention into an international standard, ensuring interoperability across manufacturers, industries, and countries.

The modern QR Code software industry then built new services on top of that foundation, introducing concepts such as Static and Dynamic QR Codes to describe different service models.
